Cyberpunk 2077: Phantom Liberty is the paid expansion for Cyberpunk 2077 by CD PROJEKT RED. This guide covers which platforms it runs on, when and how to start it in a new or existing playthrough, what it costs on Steam and Switch 2 and how many hours it takes. Everything applies to version 2.x (current patch 2.31), with prices as of 20 October 2026.
What Phantom Liberty is
Phantom Liberty is a spy thriller that launched on 26 September 2023. V helps rescue the President of the NUSA, Rosalind Myers, after her plane goes down in Dogtown. You team up with FIA agent Solomon Reed, played by Idris Elba.

Other key characters include Songbird, a netrunner and the President’s right hand, along with Alex and Kurt Hansen. We will not go further into the plot here. The official description is on the expansion page at cyberpunk.net.
Dogtown
Dogtown is a new district in Pacifica, which CD PROJEKT RED calls a city within the city. It is run by Colonel Kurt Hansen’s militia, Barghest. You will spend most of the expansion here, and it is also where you find the Militech data terminals that matter for the Relic tree (more below).

What the expansion adds
- A new Relic tree – an extra skill tree alongside the five attributes of the base game.
- New weapons and cyberware.
- A new ending for the main game – we only cover its requirements in our endings guide, where spoilers sit behind a clear warning.
What you need and where you can play it
You need the base game, Cyberpunk 2077, to play Phantom Liberty. The expansion only runs on current-generation consoles, PC and Mac:
- PC – Steam, GOG and the Epic Games Store.
- PlayStation 5 – on PlayStation the expansion is PS5 only.
- Xbox Series X|S.
- Mac with Apple silicon – since update 2.3 (17 July 2025) as the Ultimate Edition from the Mac App Store or the PC stores. If you own the game on GOG.com, Steam or the Epic Games Store, you can play on a compatible Mac without buying it again.
- Nintendo Switch 2 – only as Cyberpunk 2077: Ultimate Edition (released 5 June 2025), which includes the expansion.
PS4 and Xbox One only have the base game. Update 2.0 and later and Phantom Liberty never came to the last generation.
If you are buying the game for the first time, look at the Ultimate Edition. Since 5 December 2023 it has bundled the base game with update 2.0, all free DLC and Phantom Liberty.
How to start Phantom Liberty
How you get in depends on whether you start fresh or already have a character.
New game: after the mission Transmission
The expansion does not open right away. You have to reach the main mission Transmission, which wraps up the search for Evelyn Parker with the Voodoo Boys in Pacifica. Once it is done, Songbird calls you and Phantom Liberty begins.
New game: skip straight to the expansion
When you start a new game, the menu lets you jump straight into Phantom Liberty with a character that is already levelled to fit. CD PROJEKT RED offers this option itself, though PC Gamer reports that the studio does not recommend it. It makes most sense if you already know the base story and only want the new content.
With an existing save
If your character was played on version 2.0 or newer, a character from the expansion contacts you soon after loading and gives you a job in Dogtown. Since 2.0, CD PROJEKT RED recommends a new game for the best experience, but old saves keep working. If you are coming back after a long break, check what changed with attributes and perks.
How much Phantom Liberty costs
Prices below are from 20 October 2026. The Nintendo eShop was running a sale on that date. The sale is temporary and ends on the date in the table, after which the base price applies.
| Store | Phantom Liberty | Ultimate Edition (game + expansion) | Sale ends |
|---|---|---|---|
| Steam (PC, euro pricing) | €29.99 | €82.78 | no sale |
| Nintendo eShop Germany (Switch 2) | only in the Ultimate Edition | €69.99 (on sale €27.99) | 2 November 2026 |
On Steam the Ultimate Edition is a bundle that gives you 8% off the combined price of the base game (€59.99) and the expansion. If you already own the base game, you can buy the expansion on its own on Steam. On PS5 and Xbox Series X|S the expansion and the Ultimate Edition are sold through the PlayStation Store and the Microsoft Store, with prices depending on your region. Our editions and price guide compares all editions.
How long Phantom Liberty takes
According to PC Gamer and GamesRadar+, the expansion’s story alone takes roughly 15–22 hours. If you also want the side content in Dogtown, plan for around 30 hours.
In a new game, add the time it takes to reach Transmission, since the expansion does not open earlier. For the base game, see our playtime guide.
The Relic tree and Relic points
Relic is a skill tree that only comes with Phantom Liberty. You do not earn its points by levelling up like attributes, but within the expansion itself, including from Militech data terminals in Dogtown. That makes the terminals worth tracking down.

You can plan the tree ahead in CD PROJEKT RED’s official Build Planner, which covers both the base game trees and Relic. How attributes, perks and Cyberware Capacity work in version 2.x has its own guide.
