His power rests on four separate sources stacked on top of each other, and any one of them on its own would put him near the top of the series.

The dragon: Elbaf’s national treasure
After King Harald’s death, Loki stole the country’s national treasure and ate it: a Devil Fruit passed down the royal line for centuries that nobody had managed to eat. The Elbaf flashback explained why. The fruit was guarded by the legendary hammer Ragnir, and to eat it you had to defeat the hammer or earn its recognition.
Loki did both. Chapter 1174 finally showed the result: a transformation into a giant black dragon that makes entire towns look small, most likely Nidhogg from Norse mythology.
- Lightning control, and fire breath is likely for this form.
- Kaido-style durability is the obvious assumption, and Loki’s dragon is noticeably bigger than Kaido’s was.
- Full and hybrid forms. The hybrid will probably be his strongest state, since it combines a giant’s mobility with a dragon’s raw output.
Ragnir: the hammer that ate a Devil Fruit
Ragnir is more than a weapon. It ate a squirrel Devil Fruit, most likely the Mythical Zoan Ratatoskr, which is why only someone worthy can lift it. It is also why it held its own against Harald and against Jorul and Jarul, who were said to be the strongest in the world three hundred years ago.
In Loki’s hands it does two things:
- Ice. In Elbaf’s Underworld he uses it for techniques like Niflheim and can freeze practically anything instantly.
- Channeling elements. Through the hammer he called down a lightning bolt from the sky that started a massive fire earlier in the arc.
Together with the dragon fruit, that gives him fire, lightning and ice, a combination almost nobody in the series can match.
Advanced Conqueror’s Haki
Loki uses all three types of haki, but he stands out in Conqueror’s Haki and has mastered its advanced application: he coats both his body and Ragnir with it, multiplying the damage he deals. That is exactly how King Harald died, finished off by a blow from the coated hammer.
The manga hasn’t put a number on his strength, but at this point in the story he belongs in the same conversation as Shanks.
The overlooked bloodline
Loki is a giant, which already puts him above any human. More importantly, he carries the blood of the ancient giants, marked by his horns, which makes him bigger, tougher and more durable than an ordinary giant.
The arc shows it bluntly: as a newborn, Loki survived a fall from Elbaf’s Sun World all the way down to the Underworld with just a few bruises. That is Kaido-level durability, in a baby.
So where does he rank?
Chapter 1174 calls him the strongest thing in the world, with two asterisks:
- Imu, who rules from the shadows and arguably doesn’t belong to the “world” in this sense. See who can defeat Imu.
- Shanks, who defeated Loki six years ago. Nobody has explained the circumstances: either Loki wasn’t at his peak, or Shanks used something the manga hasn’t shown.
Apart from those two, Loki credibly outclasses Luffy and former Emperors like Big Mom and Kaido in raw power.
Why his bounty doesn’t match
A bounty of 2.6 billion berries looks low next to everything above, and the explanation is simple: Loki was captured and imprisoned long before he could show the World Government what he can do. The bounty reflects the known threat, not his actual strength. What chapter 1174 shows would fit something closer to five billion.
